Allow house rules

So not all house rules could be done, but perhaps simple fixes like the Tyrell one here: viewtopic.php?f=9&t=6

perhaps an option at game setup with a tickbox list of some house rules that can be included

There MAY be some form of house rules/custom settings, once we have a ranked and normal mode. But it isn't of priority right now to deviate from the official rules.
