So it makes sense that there are no neutral force tokens for the "No Kraken for Dinner," "Race to King's Landing," and "Rumble in the south," other than the Eyrie and Kings Landing. However in the Struggle in the North variant (both 4 and 5 player versions) there are none of the 3 and 4 strength power tokens that litter the south.
My suggestion is to add the Neutral force tokens back into the Struggle in the North variant but leave NKfD, RtKL, and RitS devoid of tokens.
Alternatively you can make it an option to turn Neutral Force tokens on or off for the Struggle in the North to keep those who like playing without all the extra neutral force happy.

Neutral force token for non-played houses was a very useless rule. For example, without Martell, Tyrell can march on all Martell territories without competition.
It is not balanced at all nor fun, it's a nonsense.
Sealed lands is a far better option.
But anyway, in the near future we will have vassals, so nothing to worry about.
This is also re-inforced by that fact that even the official digital version of AGOT scrapped the neutral force token system in favor of the MoD vassal system.. :) So yes, the neutral system for unplayed houses is dead and burried.
